Professional Summary
Senior wet utilities technical specialist with over 15 years of experience in the technical review, assurance, and delivery support of potable water, wastewater, stormwater, TSE, irrigation, and cooling water networks on large‑scale, multi‑disciplinary infrastructure and master‑planned developments. Extensive experience providing independent technical advisory services, consultant design management, authority coordination, and compliance assurance across GCC and international projects.
Key Qualifications
Bachelor’s Degree in Civil, Environmental, or Mechanical Engineering
Postgraduate qualification preferred (MSc / MEng in Water, Environmental, or Hydraulic Engineering)
Professional certifications preferred (15+ years’ relevant experience acceptable in lieu)
Core Technical Experience
15+ years of experience in wet utilities system planning, design, and field construction support
8+ years operating at senior technical / principal engineer level
Extensive GCC and international project experience
Involvement on five (5) or more large‑scale, multi‑disciplinary projects, including master planning, urban infrastructure, brownfield, and urban regeneration developments
Wet Utilities Technical Expertise
System Development & Design Oversight
Lead the development, review, and delivery of wet utilities systems from project initiation through IFC, including:
Potable water networks
Wastewater / foul sewer systems
Stormwater and surface drainage
Treated Sewage Effluent (TSE) and irrigation networks
Cooling water networks
Ensure designs are technically robust, well‑coordinated, and aligned with project scope, authority requirements, and international best practice.
Hydraulic Modelling & Network Performance
Lead and review hydraulic modelling for potable water, wastewater, TSE, irrigation, and stormwater networks.
Undertake and verify capacity assessments, performance checks, and operational resilience under ultimate demand scenarios.
Manage and review pressure zoning, pumping station design, surge analysis, and network robustness to future development demand and climate conditions.
Stormwater, SuDS & Flood Management
Lead the design and technical assurance of gravity‑based stormwater systems.
Review and integrate Sustainable Drainage Systems (SuDS) to ensure effective flood risk management and surface water control.
Coordinate stormwater strategies with roads, urban design, and landscape disciplines to achieve integrated outcomes.
Sustainability & WSUD
Integrate Water Sensitive Urban Design (WSUD) principles to:
Support water reuse and demand reduction
Protect receiving environments
Enhance long‑term system resilience and sustainability
Align system planning and design with Saudi Vision 2030 sustainability objectives and applicable environmental standards.
PMC Technical Assurance Responsibilities
Lead the technical review and assurance of wet utilities design deliverables produced by design consultants.
Ensure compliance with:
Approved project scope
Authority standards and NOC requirements
Constructability, lifecycle performance, and operational needs
Identify technical, capacity, and constructability risks and develop mitigation recommendations.
Prepare and document technical review comments, responses, and justifications.
Procurement & Tender Support
Preparation and technical review of Scopes of Work for wet utilities design and EPC procurement.
Review of technical specifications for pipelines, pumping stations, storage, and associated equipment.
Evaluation of contractor and vendor technical submissions and identification of technical and project‑related risks.
Authority & Utility Coordination
Technical interface with authorities and utility providers for wet utilities approvals, including:
National Water Company (NWC)
Relevant municipal and regulatory authorities
Review of authority comments and preparation of clear technical responses and engineering justifications, including modelling‑based support where required.
Professional Skills
Strong written, verbal, and technical communication skills
Effective contributor within multi‑disciplinary and multi‑cultural Integrated Project Office (IPO) environments
Technical support to design workshops, coordination meetings, and design charrettes
Clear articulation of complex technical issues to clients and non‑technical stakeholders
Preparation and delivery of technical presentations to senior management
