Job Title: Infrastructure Engineer Lead (wet and dry)
A. Project Description:
· We are serving in capacity of Program Management Office (PMO) consultant
· The program is a major urban refurbishment in Riyadh, featured by a densely populated and highly built-up area
· The program is primarily a “brownfield” development and includes a significant number of heritage structures having historic value
· Our PMO team is collocated with our client (work on site with client) and functioning under a unified team framework.
· We are under a multi-year agreement with extension possibility
B. Academic Qualifications
Post graduate degree in Infrastructure Engineering
Relevant professional certification(s) in engineering, project management or utilities/infrastructure fields preferred
C. Years’ Experience
Minimum 15+ years of global experience leading infrastructure projects (wet and dry utilities)
Experience as Utilities / Infrastructure Lead on at least 5 large-scale, multi-disciplinary projects
Experience in brownfield (urban regeneration) and master planning developments preferred, ideally in KSA / GCC
D. Key Knowledge Factors
Strong expertise across all aspects of infrastructure engineering (wet and dry utilities) from planning to handover
Subject matter expertise across wet and dry utilities’ asset classes, and knowledge of their usage, installation, and maintenance
Solid understanding of international and Saudi engineering standards, codes and best practices for utilities and infrastructure
Experience working in a PMO or major development/programme environment with multiple stakeholders
Ability to undertake and coordinate integrated technical reviews of work produced by internal teams and consultants
Excellent leadership, stakeholder engagement, interpersonal, written and verbal communication skills
E. Team Management Responsibilities, if required
Lead and mentor a multidisciplinary infrastructure team within the PMO (engineers, managers, planners, coordinators and specialists)
Coordinate the work of external consultants and contractors for all infrastructure-related scopes
Set priorities, monitor performance and ensure alignment with programme objectives, budgets and schedules
F. Key Responsibilities and Tasks
Provide overall leadership for wet and dry utilities and infrastructure across the programme
Serve as the PMO Subject Matter Expert (SME) for wet and dry utility assets during design and construction
In coordination with senior PMO members, shape infrastructure procurement strategies, design frameworks and delivery approaches
Review and challenge infrastructure designs, reports and technical submissions, ensuring compliance with standards and best practices
Provide practical, anticipatory and analytical advice to project teams, resolving complex technical and interface issues.
Coordinate integrated technical reviews covering all infrastructure components and interfaces (roads, utilities, public realm, structures, etc.)
Prepare, lead and deliver design charrettes, technical workshops and review sessions with client, stakeholders and approving authorities
Engage effectively with internal and external stakeholders throughout the project lifecycle, supporting risk management and decision-making related to infrastructure
G. Key Deliverables
Programme-level infrastructure strategy inputs and technical guidance procedures (wet and dry utilities) including but not limited to project execution plans, program management plans, and other plans respective to utilities’ implementation during design and construction
Consolidated review comments and recommendations on infrastructure designs and technical studies
Records of design charrettes, technical workshops and coordination meetings, including action plans
Inputs to risk registers, issue logs and mitigation plans related to infrastructure systems
Periodic infrastructure progress and technical status reports for PMO and client stakeholders
