A. About the Company
Our Company is the Middle Eastern Branch of a large multinational engineering group headquartered in Paris, France. Our regional headquarter office is based in Riyadh City, Saudi Arabia and we have operations in several KSA regions with ambitious growth plan in 2026 and beyond. Our engineering consultancy services in the Middle East include Project Management Consultancy (PMC)/Project Management Office (PMO), Urban Planning, Design, and Environmental Studies & Advisory. We contribute to Saudi Vision 2030 by serving key government and PIF clients across mega and giga projects.
This role will be part of the environmental team which is positioned as a strategic advisory and delivery unit, supporting complex infrastructure, energy, water, and giga‑projects across the GCC. The department goes beyond traditional Environmental Impact Assessment (EIA) delivery, focusing on:
· Regulatory compliance and permitting under National Center for Environmental compliance (NCEC) and national authorities
· Alignment with International Financial Corporation (IFC) Performance Standards and lender requirements
In parallel, the department is actively developing and scaling additional environmental service lines, including (but not limited to):
Waste management and waste treatment advisory
Marine and coastal environmental services
Environmental monitoring, surveys, and baseline programs
Environmental audits, inspections, and compliance support
B. Academic Qualifications
· Bachelor’s degree in Environmental Engineering, Environmental Science, Biology, Sustainability, Chemistry, or a related discipline
· Master’s degree is preferred
· Additional professional certifications related to Environmental and Social Impact Assessment (ESIA), IFC, Environmental-Social and Governance (ESG), or environmental management are considered an advantage
C. Years’ Experience
· 10–15 years of proven, hands‑on experience in Environmental and Social Impact Assessment (ESIA)
· Demonstrated experience delivering ESIA in compliance with:
· National Center for Environmental Compliance (NCEC) requirements
· International Finance Corporation (IFC) Performance Standards
· Strong background in preparing and reviewing:
· OESMP, CESMP / CSMP reports
· Environmental audits and inspections
· Strategic Environmental Assessments (SEA)
· Prior involvement in mega‑projects and large‑scale developments, such as RCU, Red Sea Global, PIF organizations, and major industrial or energy clients (e.g., Acwa Power, …)
· Experience working with multinational clients, consultants, and stakeholders
D. Team Management Responsibilities
· Direct supervision of 1–2 junior environmental engineers / consultants
· Responsibility for:
· Knowledge transfer and technical mentoring
· Coaching junior and Saudi national staff
· Reviewing and approving junior staff deliverables
· Contribution to building internal capacity, tools, and standard practices within the department
E. Key Knowledge & Competency Factors
· Strong working knowledge of NCEC regulations, standards, and approval processes
· Solid understanding of IFC Performance Standards and lender expectations
· Ability to interpret environmental requirements in a risk-based and decision-oriented manner
· High attention to quality, structure, and defensibility of technical deliverables
· Strong communication skills with regulators, clients, and internal stakeholders
· Ability to operate effectively in a multinational and fast-paced environment
Additional knowledge that is highly appreciated:
· Waste management systems and waste treatment projects
· Marine pollution and coastal / marine environmental assessments
· Environmental monitoring programs, surveys, and baseline studies
F. Key Responsibilities and Tasks
· Lead the preparation, review, and technical supervision of environmental studies and reports
· Act as technical focal point for environmental scope on assigned projects
· Conduct quality assurance and quality control (QA/QC) across all environmental deliverables
· Review, guide, and validate junior staff outputs before submission
· Maintain professional and trusted relationships with clients and project stakeholders
· Prepare and issue weekly progress reports to the Environmental Director and relevant stakeholders
· Conduct site visits and represent Setec Middle East in technical meetings and inspections
· Actively participate in bidding and tender stages, including:
· Writing and reviewing technical proposals and methodologies during the “bidding” phase
· Defining scopes of work, assumptions, and deliverable structures
· Supporting cost estimation and budgeting of environmental deliverables
· Support business development activities, including client engagement, opportunity qualification, and technical positioning
· Maintain awareness of the market, key clients, and upcoming opportunities to support business growth
G. Key Deliverables
· Environmental and Social Impact Assessment (ESIA / EIA) reports
· OESMP, CESMP / CSMP, and related environmental management plans
· Environmental audit and inspection reports
· Weekly and periodic progress reports
· Site visit reports and technical updates to the Environmental Director
· PowerPoint presentations representing Setec Middle East and the Environmental Department to clients, authorities, and stakeholders
