Job Title: Urban Planning Project Manager
Location: Khobar City with the need to travel to different locations in Eastern
Province, KSA based on business needs
A. Project Description
The Urban Planning Project Manager will manage the delivery of complex and strategic urban planning projects across the Kingdom of Saudi Arabia. Incumbent will report to the Urban Planning Project Director. The role involves direct engagement with government authorities, municipalities, and Public Investment Fund (PIF) entities, ensuring compliance with national regulations, local urban planning frameworks, and Vision 2030 objectives. The role will also include multidisciplinary management and coordination of technical teams and experts. The scope will include effective participation in the development of Regional, Metropolitan and Local Strategic plans to improve the quality of life, community interaction, and urban landscape in the Eastern Province and other parts of the Kingdom.
B. Academic Qualifications
· Bachelor’s Degree in Urban Planning, Architecture, or related discipline
· Professional registration (Saudi Council of Engineers or equivalent) preferred
C. Years’ Experience
· 10–15 years of professional experience in urban planning, including team leadership and coordination.
· Mandatory experience in the private sector combined with experience in Saudi Arabia dealing with municipal and government entities.
H. Key Knowledge Factors
· Saudi urban and municipal planning regulations and Saudi Building Code
· Master planning, local and detailed plans
· GIS (ArcGIS), AutoCAD
· Vision 2030 and PIF governance standards
· Bilingual Arabic–English proficiency, French proficiency is an asset.

· High-level of stakeholder management and coordination including the effective use of project management skills to lead and manage sub-consultants and external Subject Matter Experts (SMEs).

E. Key Responsibilities and Tasks
· Assist the Project Director in managing and coordinating the efforts of multidisciplinary consulting teams working in different time zones including but not limited to Khobar and Paris.
· Ensure consistent application of project approved urban planning methodology across project teams and deliverables.
· Prepare and review high-quality reports, urban planning documents, presentations, and technical briefings for internal and external stakeholders.
· Coordinate closely with the client and stakeholders to ensure timely exchange of correspondence and information for an effective project implementation.
· Effectively lead meetings and discussions, addressing and resolving both technical and managerial challenges to ensure timely and quality project delivery!
