Job Description:
The Infrastructure Engineer Lead is a senior position on the team functioning in capacity of Program Management Office (PMO). The program entails urban renewal and refurbishment of the central Riyadh district, with PMO professional staff assigned in a collocated environment with client personnel. The incumbent is a highly experienced Utilities & Infrastructure principal, with responsibility to oversee the planning, design, and coordination of dry utilities primarily on large-scale, multidisciplinary infrastructure projects. The candidate will bring a strong track record in managing complex urban development and brownfield regeneration projects.
The incumbent must have previous experience as a senior engineer or manager for a diversity of dry infrastructure assets, including but not limited to dry utilities (power, telecom), transmission and distribution lines, utility corridor planning and rights of way, including familiarity with conventional procurement strategies (e.g., FIDIC, EPC, Design-Build). The incumbent will also have experience working with stakeholders and regulatory and statutory authorities in Saudi Arabia, including knowledge of international and local codes and standards.
Key Responsibilities:
- In coordination with senior members of the PMO team, formulate and manage the infrastructure procurement strategy and design and construction programs across a diversity of major development projects.
- Coordinate and supervise technical studies conducted by internal teams and external consultants and contractors.
- Ensure compliance with technical and managerial best practices and international engineering standards.
- Provide practical, forward-thinking, and analytical technical guidance to individual project teams with an objective to achieve prescribed outcome-based performance measures.
- Facilitate and lead design charrettes and review proceedings and technical workshops with the client, stakeholders, and approving authorities as may be required.
- Engage effectively with internal and external stakeholders throughout the project lifecycle.
Candidate Profile:
- Experience: Minimum 10 years in global infrastructure project leadership.
- Project Background: Proven experience as a lead on at least 5 large-scale, multidisciplinary projects, ideally involving master planning and urban regeneration – with a premium on experience not only in dry utilities but also interfaces with wet utility assets and other infrastructure works.
- Technical Expertise: In-depth knowledge of dry utilities and integrated infrastructure design, with an understanding of state-of-the-art technology solutions that may be applied to achieve enhanced performance and life-cycle economies. Experience with industry-prevalent software applications and decision tools to assess the performance and suitability of dry utility assets is highly desirable.
- Education: A bachelor’s degree in engineering required, with a post-graduate degree in engineering or applied science preferred.
- Certifications: Relevant professional certifications in project and program management, with professional accreditations in engineering or dry utility assets a plus.
- Soft Skills: Proven leadership in managing multi-disciplinary teams of professionals, stakeholder engagement and knowledge of prevailing international and local statutory and regulatory codes and standards, and ability to effectively communicate orally and in writing.
